In the midst of world economic crises, major world commercial banks and investment banks have received the capital injection from their governments and some banks have paid back. However, social financial institutions like the Triodos Bank and the Grameen Bank have achieved a stable growth in total assets under prudent management and increased their capital without government help. In Japan, local banks and cooperative banks have gained good results by making efforts to keep good clients relations in banking. But the operations of local banks and cooperative banks is limited as compared to the main commercial banks. Postal savings banks to community-oriented banks, should be reformed into community-oriented banks by using its postal office network as social financial institutions. Social responsible loan and investments are more effective to make sustainable society in addition to the purchase of government bonds. Use of postal savings money is no more directly linked to industry-oriented loan and investments through “Zaitou” system. Emerge of new Social Financial Institution is urgent in Japan.
