 note = {Tatsukichi MINOBE was the most prominent proponent of party politics in modern Japan. But, he criticized some aspects of corruption in party politics in the Kensei Joudou era. He argued for the improvement of parliamentary politics. When it failed and the Kyokoku-itchi cabinet was launched, he began to weaken his commitment to party politics. His attitude toward parliamentary politics also changed. He denied the essential functions and work of parliament and of political parties. The background of his change is identified in this paper.},
