The idea that the nation should recruit future government employees through scholarships as a matter of course was rejected. A scholarship system funded by public finances was seen as almost impossible, but a loan system would enable the national treasury to bear the burden of sufficiently supporting a great number of students. In order to be able to finance the large number of loans required by students, financing a child’s education was felt to be the responsibility of the parents.
