Originally blood donation has been an event filled with community spirit. However due to the influence of the HIV epidemic, the Japanese Red Cross Society had to distinguish between risky donors and safe donors through the use of expensive screening tests. Managers of the department of blood enterprises of the Japanese Red Cross Society are preparing to invest in nonactivating viruses processing in the near future and to investigate the possibility of starting a distribution system of products like supply chain managers of a for-profit company. But more efforts should be made to create partnerships with regional organizations such as NPOs in order to educate donors, rather than merely starting programs to invest.
