After World War II, in both kindergartens and day nurseries, an effort was made to try to understand infants individually. Moreover, in day nurseries, in order to support child care at home, nursery teachers were attempting to incorporate a theory of casework. In “Case Studies of Casework for Infants in Nurseries”(a study published by the Ministry of Health and Welfare Children's Bureau, 1957~1959), officials of the Ministry of Health and Welfare Children's Bureau offered advice concerning individual casework studies written by nursery teachers. They developed a theory of and methods for casework in nurseries.
