They have changed similarly. However, if the urban cycle hypothesis is applied, urban development stages of the metropolitan areas changed drastically from urbanization to re-urbanization or from re-urbanization to urbanization. Although the three cities have made lots of efforts to maintain their population sizes with increase in enrollment of universities, encouragement of creation of new jobs, promotion of in-coming migration, support of child-raising, and enhancement of attractiveness, effects are limited.
