In the 12 years she worked on enforcing the Child Welfare Law, she always demonstrated leadership and conducted the affairs of the nursery school system concretely.\n　 Shizue Yoshimi was the key person in childcare administration.  She worked for the Kobo-kan as a director before being employed at the Ministry of Health and Welfare.  She did not interfere in contents of childcare while with the Kobo-kan or the Ministry of Health and Welfare.
