The population decrease, little maintenance during the communist regime, and a national policy encouraging housing construction have increased the housing vacancy ratio and, thus, yielded urban decay. Governments provide financial resources to demolish vacant houses in order to improve the housing market and urban decay. Leipzig city has also been implementing regeneration projects district by district based on local issues through subsidies from the state and federal governments and the EU. Housing issues and policies of Leipzig reveal that 1) the omission of necessary action worsens the issue, 2) misjudgment of the issue generates an inappropriate policy, worsening the situation, 3) plenty of vacant housing yields a vicious cycle with damage to the housing market and population decrease, 4) in order to solve a tough problem, removal of the fundamental cause, which may be a drastic policy like demolition of housing, is required, and 5) policies have to be designed so as to match the contents and degree of local issues.}, pages = {1--16}, title = {ライプチッヒにおける都市再生について}, volume = {第20巻}, year = {2007}, yomi = {タイラ, ノブヒサ} }
