The first case in Japan was discovered in 2001, after BSE was diagnosed in cattle in England in 1989. This paper discusses a risk problem with BSE in Japan by considering the BSE countermeasures adopted by the Japanese government before and after the first BSE finding in Japan, the revision of the BSE inspection criterion to the over twenty month rule from the all cattle inspection rule which was decided politically but not scientifically, and the diplomatic negotiations for the resumption of beef imports from the USA where BSE was found. It is consequently indicated that the Japanese government failed the BSE risk management in the ban on feeding meat and bone meal (MBM) to cattle before BSE was found in Japan and also failed in crisis management at the time that BSE was discovered. These failures resulted in the all cattle inspection which overestimates the risks of BSE and vCJD(variant Creutzfeldt-Jakob Disease), and afterward resulted in the diplomatic problem between Japan and the USA concerning beef imports.}, pages = {11--38}, title = {BSE問題を考える}, volume = {第20巻}, year = {2008}, yomi = {シメギ, ノブオ} }
