These experts must respect the independence and will of their clients in creating service utilization plans. They must understand social resources, coordinate support teams, cooperate with related parties such as service managers and amend plans accordingly. They must simultaneously address the need for continuous service support and monitoring as well as user support. Conversely, they must negotiate the lack of adequate authority or issues such as being busy or overworked and thus unable to engage adequately with assigned tasks.\n　 The Community Independence Support Council aims to revise the disability welfare service remuneration and enhance consultation support by training consultation support workers. It further aims to build a comprehensive community care system that also responds to mental disorders. The general consultation support project is responsible for the utilization of plans, regional migrations, and the facilitation of regional settlements.
