A strategy for ‘Sustainable Development’ which enables and promotes both Environmental Conservation and Development should be the common agenda for all nations and local communities of the world today. Entering the age of globalization, local communities are playing a decisive role with ever increasing responsibility to contribute to our common future. Countries or nation states have been responsible for environmental agendas so far. But municipalities or local governments in each country, the real members of the global village, may be burdened with a greater role, for ‘There are no borders for air and water.’ (Murakami, K.) . UNCED (The United Nations Conference on Environment and Development, Earth Summit 1992) reached an accord to advocate Agenda 21 and Local Agenda. Legislation passed by Ageo City, the Environmental Act of 1997 and the Ageo City Environmental Action Plan of 1998, are responses to these Agenda by the city in support of global community. The author has contributed to Ageo City, a municipality in Saitama Prefecture where Seigaku-in University has its campus, as the chairperson of the City Environmental Council since it was established in 1994. Efforts by local communities in Japan were made in the context of Agenda 21 at the Earth Summit of 1992.
