Countermeasures to mine closure and tourism development undertaken to for revitalize the local economy piled up public debts that triggered the bankruptcy of the city government. In order to pay back the huge debt, the city cut expenditures by closing down public facilities and terminating some public services, reducing the number of staff, and raising taxes and user charges. In such circumstances, some citizens established organizations to continue to manage public facilities and/or to provide public services without receiving any money from the city. Moreover, a labor union started to provide public services and support city staff.
