Therefore, there has been a strong argument to abolish the prefectural system and introduce a State Government system dividing Japan into seven to nine districts. This has been proposed periodically since 1955, and the debate is expected to intensify as the 21st Century approaches.  Under such a system, citizens could directly elect the state governor and the assemblymen, and the State Government could develop an integrated administration of a large region, unifying the existing prefectural agencies and local agencies of the central government.  This proposal has been made without sufficient discussion involving citizens. There is fear that centralization rather than decentralization would result.  Scientific analysis of the large regional public needs is necessary to develop a consensus among citizens, municipal governments and prefectural governments.
