This has been tried historically in search of the ideal psychiatric social work program for the future. In this study I chose a work program outside of hospital work in which PSWs led the activity and investigated the means and objective of back-to-the-community activity. In this version (Rev 3), 4 results of (Rev 1) and (Rev 2) are documented: (1) the work program outside of the hospital concentrated more on training; (2) there could not be back-to-the community activity for patients with mental illness who wanted to be discharged; (3) it was necessary to verify the results of the activity with criticism by myself as a PSW; and (4) work programs outside of the hospital become the basic means of supporting PSWs. Using these results, I interviewed PSWs who have actually participated in work programs outside of hospitals and studied the actual conditions of back-to-the-community activities through practice. There were four results: work programs outside of hospitals indicae back-to-the-community activity at that time. Secondly, back-to-the community activity consists of three factors: treatment, labor and life. PSWs played the leading role as coordinators of these three factors, which helped other specialists and patients inside the hospital to recognize the significance of PSWs and work programs outside the hospital in leading to change to a social work point of view and back-to-the-community activity. Thirdly, the idea of “Train-Then-Place”, work programs outside the hospital resulted in extending the period of hospitalization and led to secondary disorders. Lastly, through the practice of work programs outside the hospital, PSWs became aware of the importance of getting away from “Train-Then-Place” paternalism and practic in favor of “the theory of subject=relation=selfdetermination”. Through analyzing the practices of a work program outside the hospital, one will find what PSWs have done so far and also have an opportunity to ponder the PSW’s future.
