 note = {This study investigated chief complaints from teachers during consultation as part of a special needs education project, an analysis of whether to recognize the need for a support system for both students and teachers. The conclusion of this analysis is that, primary school teachers need support in classroom management and in raising the levels of achievement of students. Middle school teachers are confronted by unruly students, which leads to acts of violence and danger. A response to these issues indicates the need for a team approach to special needs education and teacher support.},
