 note = {As ICT (information and communication technology) have developed, offshore development of software which uses information and telecommunications networks has progressed on a global scale. The offshore development market in China and India is already large, but offshore development in Vietnam and the Philippines has also expanded recently. The Philippines has become increasingly important to Japan as a center of offshore software development. In this thesis, first of all, the present situation of the IT industry in the Philippines is described.
