To succeed, two key issues need to be reconsidered: the implementation of child safety as well as our ethical values concerning safety. Understanding what is considered child safety is of paramount importance. A casual glance at the media reveals a worrying lack of awareness. As an ethical issue the implementation of child safety has been avoided. The Protestant-American ethical philosophy is built on an awareness of self and others, advocating personal responsibility. The Japanese ethical philosophy is lacking in values and abdicates personal responsibility. When dealing with wrongdoing one either takes personal responsibility, making a confession, or leaning towards collective responsibility, fearing only the effect on others and harboring guilt. The second approach leads to a seared conscious.
