 note = {This study examines developments in dissemination systems of scholarly information and problems with them in Japan. University bulletins have long been sources of scholarly information dissemination in the era of print. To progress as institutional repositories, university bulletins will be actively open to the public. Thus it will become far easier than ever before for people to search and obtain articles from such bulletins. However, some problems have appeared; scholarly information other than university bulletins have not been collected as assiduously as hoped, and the contents of institutional repositories have not always been accessible through normal Web search engines. There are still many problems to be solved in order to establish rich sources of material and to arrange easy access to them for the public.},
