 note = {The Great East Japan Earthquake with a magnitude of 9.0 hit the Northeast of Japan on March 11th, 2011. In this crisis, Nakayama Town, Yamagata Prefecture, successfully confirmed the safety of all the residents on the day of the earthquake. The quick safety confirmation was possible due to the fact that 1) Nakayama Town is a small municipality; 2) there was a high level of commitment on the part of fire volunteers due to there being no permanent fire station; 3) there was a good relationship between the local government and the fire volunteers and voluntary firefighting associations; 4) there was no disturbance caused by inquiries from residents due to interruptions in telephone service as a result of the earthquake; and 5) there was limited injury to residents and limited damage toroads and buildings.},
