The first objective of the study was to clarify the cultural semantic structure of the mother’s expectations of the picture book. This aspect shows three levels of tools in cultural semantic structure, namely, the “tool for cultural transmission”, the “development tool for trust and love”, and the “development tool for imagination and thinking ability.” The second objective was to clarify whether the mothers’ expectations of picture books varied according to their children’s development level. As a result, this study has revealed that, depending upon the development level of the child, there are both cases where expectations vary and cases where they do not. The third objective was to clarify the reason why mothers were motivated by picture books in their activities with their children. The study revealed that mothers were motivated to read picture books to their children because they remembered their own mothers reading to them, the memory of reading picture books themselves during childhood, and the pleasure of reading to their own children.
