This means that local governments, private corporations, and other private groups (for example, NGO, etc.) should take their share of diplomatic responsibilities. Existing centralized diplomacy may become decentralized diplomacy. But when local governments assume responsibility for international diplomacy and administration, they do not always sufficiently consider both the theory and the practice of internationalization.
