 note = {Japanese society is rapidly becoming internationalized, with the consequence that the role of the Ministry of Foreign Affairs has been diminishing. This means that local governments, private corporations, and other private groups (for example, NGO, etc.) should take their share of diplomatic responsibilities. Existing centralized diplomacy may become decentralized diplomacy. But when local governments assume responsibility for international diplomacy and administration, they do not always sufficiently consider both the theory and the practice of internationalization. This paper suggests that local government’s international administration should deal with three policy areas: the national minimum service, social problem-solving and autonomous diplomacy.},
