The publication of statistical data started in 1980, and environmental degradation has begun to upset the ecosystem. Disastrous flooding in China this summer was aggravated by these conditions. Various studies suggest that Chinese environmental pollution may affect neighboring Japan and eventually the whole earth. China has promulgated laws to protect the environment, established nation-wide administrative structures, and incorporated environmental concerns into the Five Year Economic Plan and the Ten Year Social and Economic Plan. However, scarce resources, malimplementation by local officials and a fundamental lack of environmental consciousness have made these policies ineffectual. The Chinese government seems to have two environmental strategies: 1)getting financial and technical support from developed countries for large projects, and 2) letting producers bear environmental destruction costs at the local level.
