 note = {As rural societies have been converted into urban ones, the size and the sphere of the activities of autonomous governments have become fundamental problems of Democracy. Our municipalities as basic autonomous governments have been mutually integrated, especially before and after 1955 (Showa 30), as well as 1889 (Meiji 22), and the size of municipalities is now seen in terms of regionalism. High speed transportation and dense information networks have gradually transformed society. In the light of Political Science, this paper considers the history and significance of our municipal integrations, and the size of autonomous governments best suited for modern society.},
