In particular, the international environment surrounding Turkey has been changing favorably, promoting economic growth. While the Gulf Crisis provided a test for Turkey, it also publicized the maturity of her democratic institutions. The break-up of the Soviet Union means not only that the military threat to Turkey’s security has been removed, but also that a new market opportunity has been presented. In addition, Turkey has been an associate member of EC since 1954 and will enter into a Custom Union with EC by 1995. In spite of this favorable international environment, Turkey has been facing chronic high inflation and a structural trade deficit, both of which have been hindering her economic growth.
