However, a review of the proceedings at the time of the Imperial Diet shows that no specific proposals for the law from the government can be found. The Interest Limitation Law amendment was never mentioned in the official minutes of the proceedings, so that one might assume that the mass media of that time was mistaken in stating that the amendment had in fact been discussed. However, classified documents from The Ministry of Finance and Banks Bureau in the collection of Japan Center for Asian Historical Records, The National Archives, dated December 24, 1936, prove that a discussion of this amendment actually did take place.
