The questionnaire included in this article which was distributed to various municipalities revealed that 1) more municipalities promote collaboration based on guidelines rather than on local ordinances; 2) guidelines do not sufficiently solve problems of lack of understanding of staff regarding collaboration and staff members who hope for collaboration; 3) guidelines contribute to providing criteria for deciding to collaborate and selecting partners; 4) the criteria for selection of staff to initiate collaboration depends on the municipality; 5) about one-third of municipalities have a policy to set up training programs for staff members who will be responsible for collaborating with citizens in their personnel policies; and 6) a few municipalities take such collaboration into consideration in evaluating staff members. Further promotion of collaboration necessitates cooperation between different municipal departments in charge of collaboration and encouragement of personnel responsible for such collaboration.}, pages = {51--65}, title = {自治体内部の協働推進施策について}, volume = {第26巻}, year = {2014}, yomi = {タイラ, ノブヒサ} }
