 note = {オレゴン州の土地利用計画に関するアドボカシー活動は，政府を監視することにより土地利用計画を中心とした成長管理政策の定着に貢献した。政府は，土地利用計画の推進派，反対・懐疑派の双方から監視されている。アドボカシー団体は，訴訟権及び提案権を有し，政府と対等な関係を築いており，アドボカシー団体と政府との関係として，緊張関係，対立関係のほかに協力関係もある。アドボカシー活動内容は多岐にわたるとともに，対象も幅広い。ただし，団体の性格や主張により，活動内容や対象に違いが見られる。土地利用計画制度の定着に伴い，アドボカシー活動の中心的な内容が，監視・訴訟から，啓発や情報提供へと変化してきている。, Advocacy activities in the field of land use planning in the state of Oregon in the U.S.A. have taken on important roles after the introduction of the growth control policy. State, county, and city governments are overseen by both pro- and anti-state-based land use planning system organizations. Advocacy organizations have the right to sue the government and propose policies. The contents and targets of activities depend upon the nature and assertions of organizations. In this paper, the relationships between advocacy organizations and governments are classified into three groups : tensional, opposing, and co-operative. The main advocacy activities have shifted from lawsuits to education of people.},
