As part of the administrative reform for the purpose of fiscal reconstruction, the JASSO became an agency of the Fiscal Investment and Loan Program (FILP) and thus liable to more taxation.  This change strengthened tax resistance within the JASSO and resistance to the loss of its independence, and the students who applied for the loans felt they were not getting any real benefit from the loans.  Furthermore, the effects of this change made it clear that there were problems with the student loan system.
