 note = {There are more than ten thousand software houses in Japan which develop, sell, use and maintain computer software. Sales of these software houses have increased by about ten percent every year, but it is true that they have very poor experience in software management because of lack of experience. We have so many problems in its works. This study investigate the balance of the quantity-expansion and the quality-improvement how the manager of a software house should develop the company. The definition of both the scale in the quantity-expansion and the structure in the quality-improvement are described. Lastly, the method of how to make the Scale-Structure Portfolio to recognize objectively the substance of software management and to judge the basis is discussed.},
