 note = {We have to now construct a new paradigm of Japanese local politics suitable for the decentralizing society. In this case, one of the fundamental viewpoints is to research the ways existing municipality so called the jigyo kancho(policy-enforcement body) under highly centralized our systems could be changing into the seisaku kancho（policy-making body）.
