At one time software house sales grew about ten percent annually, but their annual sales now register minus growth. It is necessary, therefore, to consider anew the growth and development of software houses. That is to say, it is necessary to consider the balance between quantitative expansion and qualitative improvement. The present study, building on part 1, investigates the growth and development of software houses in respect of scale and structure.
